Cost of Obamacare Regulations Underestimated by Billions of Dollars

ObamaCareBy John Vinci — The Obama Administration underestimated the costs of Obamacare regulations by billions of dollars says the non-partisan Mercatus Center at George Mason University in a working paper it issued on Monday. The study examines eight Obamacare regulations issued in 2010 that became law before public comment was allowed because of the brief timeline Obamacare gave for their implementation.

Mercatus carefully studied the required cost/benefit analysis used by the Administration.  And it found that the Administration’s cost estimates tended to be underestimated while its benefit estimates tended to be overestimated.  The result is that the cost of implementing these eight regulations may be billions of dollars more than the Obama Administration is willing to admit.

For example, Mercatus says that, “For the ‘Early Retiree Reinsurance Program’ rule, costs were underestimated by $9-$10 billion over four years. More accurately calculated benefits might have been about one-third as high as estimated.”

This comes as no surprise to us at Americans for Limited Government.  We’ve caught the Obama administration artificially inflating Obamacare’s benefits before.

For instance, on September 7, 2010 we submitted a public comment that criticized the Obama Administration for “describ[ing] [the preventive services regulation] as having a cost-savings benefit while supplying insufficient evidence to back such a claim and ignoring evidence to the contrary.”

The Mercatus study confirms our criticism: “The selective review of the literature provided in the RIA gives the uninformed reader a false impression of the extent to which preventive health services are cost-saving. Literature reviews consistently have concluded that most clinical preventive services typically are not cost-saving.”

While the Mercatus Center’s working paper does not scrutinize the paperwork burden analysis of these regulations (we hope they will consider doing so in the future), we’ve found that the Administration also underestimates how much it will cost Americans to comply with the paperwork these regulations generate.

Of the eight regulations examined by the Mercatus study, we commented on six of them, and in three of those six we flagged errors in the Obama Administration’s paperwork burden cost calculations.

One such error is the Administration’s estimate of what it costs per hour for legal services.  The Administration estimates that it costs $119 per hour to hire an attorney.  Using the Laffey Matrix we estimate that the average billing rate for a Washington, DC attorney is more like $427 per hour.  In just one regulation this mistake could amount to tens of millions of dollars. But even the billing rate for paralegals of $155 per hour is well above the Administration’s estimate for attorneys.

By underestimating the costs of Obamacare’s paperwork burden, the Obama Administration is also underestimating Obamacare’s implementation costs which will have to be borne by the American public.

Before Obamacare’s passage Nancy Pelosi prophesized, “[W]e have to pass the bill so that you can find out what is in it….”

The Obama Administration can continue to paint rosy pictures of Obamacare, but the more we find out what’s in it, the more we see it for what it really is.

    OK, John, it’s going to cost more. In every other developed country but the US, they get better care for about half what we pay. That’s been the case well before what you contemptuously label “obamacare” ever saw the light of day. Do you think that by calling it “obamacare” and pointing out that it will cost more here in the us, over and above what we already unnecessarily pay due to our broken system, that you’ve given any answer to the basic problem of solving the health care problem – that is, the health care problem we have here? What do you really propose? Got any positive ideas, or are you content just to bitch about what we wound up with because we weren’t willing to look at what’s done elsewhere? Or shall i say, the insurance industry was strong enough to prevent us from adopting.  I suppose you’ve noticed that Obamacare merely gives the insurance companies a bigger slice of the pie. Hey! I’ve got an idea, John. We already have Medicare, which for the most part works ok and most people who are on it (like me) like it pretty much, and a few minor adjustments will make it solvent well beyond the time far in the future when it’ll have problems. Yes, it’s solvent now and for the next decade if not more. Why don’t we bring in the private for profit insurance companies to replace the single-payer Medicare system? Sound stupid to you? It does to me, too, but that’s exactly what the right wing is trying to do with it’s BS “premium support” idea. So, John – what do you want? A continuation of what we’ve had, which everyone knows isn’t working? Are you really interested in solving the problem, or just whining?

    You see nothing bad about the current administration in the msm and this is not because their is nothing to report.  You control their health care and their unemployment Ins. you control them.  If you do not want four more years you had better figure out why the msm has sold us out and get them back to honesty with the people or replace them with an honest media.  Can anyone say BBC.

    Yeah, but you’re not making sense. It’s a basically irrational assumption that these people are doing what they are doing for destructive motives. They live here, and all the people who voted for them live here. They may be misguided, or mistaken, but they are not intrinsically suicidal. Their behavior, that is, may have self-destructive effects, but it’s absurd to posit that the intention was to screw oneself over. These are people just like you and me, and anyone can make a mistake. I don’t think they did so; you do. But even if I agreed, i wouldn’t infer that their motive was to make a mistake.

    So, even the ones you voted for are persecuting you? What are your options, then? Don’t vote again? If you don’t feel responsible for putting evil people in power, then you are just like most of the population, who feel “the government” is rotten, but their representatives, etc. are fine. Or maybe you’ve concluded that no government is good. They might all be good people, but if they are constituted as a government, they are evil. If so, why don’t we take a long hike off into the wilderness and live off the land?  That is, if we can find a parking spot, a road to get there, and air that’s fit to breathe and water fit to drink. And some foreign power doesn’t invade and take us prisoner. Don’t count on it if the corporations have their way. What should we do? I’ll wait to hear. In the mean time, try to calm down.

    So many people I know who beleive we all have a “right” to health care and that a single payer or government run program will take the profit motive ou of it are so frigging wrong. The are self destructive through sheer ignorance of economics and behavior. Tax it you get less of it, Subsidise it you get more of it. 
    This Obama care was rammed through by very unconventional means and not voted on or even read as it was meant to be as per our Constitution. There is no right that can be granted or ungranted by Government. I thought with Dread Scott it was decided that I did not have to spend 1/2 my life working for someone else’s benefit. I thought slavery had ended. I guess not.

    Aside from our beloved criminals in Congress becoming wealthy through insider trading, they care not for our welfare. NM senator Bingaman is now worth $15-20 million  on his salary of $174K per year.Come on. Try keeping two households on that. These thieves have taken our money for their pandering populist projects to buy re-election and re-districting to protect their jobs.
    If Obama care was so great they would have included themselves in it. They did not. They inflicted it on us. I pay for my own health insurance now and somehow see the day coming when Obama will have put private companies out of business

    They are not misguided or mistaken! They know exeactly what they are doing and that is to grovel at the feet of the Muslim/Marxist nesting

    we all know that Obama is not good at math. He seem to get all of his fugures wrong. Some time I wonder if he is just that dumb or he just like to lie to all of us. May be that another reason he has so many of his pass records sealed. He is ashamed of his pass. I ashame of what we learned about him in the pass three years. He just a big failure and we are all suffering because he in charge and he has no clue how to be a leader.

    Of course it cost more than first thought.  They did not read the bill and they did not
    understand the consequences from all the programs that were stuffed into it, all
    the pork projects, all the handouts, all the bail outs.   It was one of the most ridiculous bill that
    was ever written and the most disgraceful bill that was ever passed by
    Democrats only.  That is why the whole
    bill needs to be repealed completely not just fix a piece here or a paragraph
    there.  To make sure all of the unreasonable
    parts are completely wiped out it should be completely repealed today.

    Where have you been?  Ever leader from other countires always comes here for medical treatment because we have the best.  I do not know about other countries but my niece was in England with her Air Force Husband and she had their daughter in an English hospital that looked like it was from the first world war with an old iron bed, peeling walls, and no privacey.  At least here in the U.S. our hospital keep their rooms painted, private baths, and no iron beds.  As far as Obamacare we have to pay for 10 years and only get benefits for 8 years.  Where I come from that is not good math and it will cost you more.  Plus you will have to wait longer to see a doctor because they will not pay the doctor very much.  In fact before long we will not have enough doctors to serve even a fourth of the people.  I for one do not want Obamacare ever.
